Paint it both. Body color on the hood & underneath. Organisol on the scoop & 2" around it.

Honestly all black looks really slick, but I'll bet body color except for the scoop isn't too shabby either.

Just my opinion, but I think leaving just the scoop black will draw too much attention to the scoop and away from the rest of the car. I like things when they look original and a black scoop alone, once again IMO, would look too much like just a bolt-on accessory. I'd vote for satin black for the whole hood - but continue it all the way to the front of the car, stopping at the grill.
