As Rick said, the top is not a matching proto top,but IMHO, that doesn't discount the possibility this car is a legit light blue Paddy Wagon.
It appears legit to me,but I don't know enough about them to give a full review.

The car looks legit, but the top is not a proto top.
I've got one that looks like Rick's picture, and an enamel with a proto top.
Still need an orange one!!!

The light blue prototype Paddy Wagon is a prototype version of the car, and several different tops exist and some have been found with regular tops. Since the tops come off easily, anyone can switch a top at anytime. So the correct definition is assuming the Paddy wagon is legit is Prototype Paddy Wagon with production top!

From the responses I have received it seems that the Paddy Wagon itself is a prototype. The top is a regular production top, and just because it has a production top it is not "incorrect" to have this varient for this prototype?
