Played both competitively at a high level and I can tell you the collisions in hockey are way harder, football you can sense it, and even prepare for the collisions. In hockey half of the time you never see it coming. Toughness, I've never ever heard of a football player taking 96 stitches to the mouth from a frozen piece of vulcanized rubber hitting him square in the chops and get this, returning to play the entire 3rd period. Hockey players have knee surgeries and skate w/in 2 weeks and often play inside three. Football players break a pinkie and are on the IR and out for the year. Again toughness wise they are both hi level, but I'll give it to the hockey players in overall bad ass tuff as nails he men!
